Statement by Mr. Gambari on behalf of Daw Aung San Suu Kyi

သာမန္လူလို ေတြးေခၚျခင္း

ျမန္မာႏိုင္ငံရဲ ့ ေနာက္ဆံုး သတင္းမ်ားအရ စစ္အုပ္စုအေန နဲ ့ကုလသမဂၢနဲ ့ႏိုင္ငံတကာရဲ ့ ပူးေပါင္းေဆာင္႐ြက္မႈကို လံုးဝနီးပါး ျငင္ဆန္လိုက္ေၾကာင္းသိရပါတယ္။ ကုလသမဂၢ ကိုယ္စားလွယ္ တစ္ေယာက္ကို ႏွင္ထုတ္တာ၊ မစၥတာဂမ္ဘာရီ ကို ေျပေျပလည္လည္ ဆက္ဆံျခင္း မလုပ္တာေတြ ကို ၾကည့္ျခင္းအားျဖင့္ သူတို ့ရဲ ့လမ္းေၾကာင္းကို ခန္ ့မွန္းလို ့ ရႏိုင္ပါတယ္။ ေျမာက္ကိုရီးယာ၊ အီယန္ နဲ ့က်ဴဘား တို ့ရဲ ့လမ္းစဥ္ကို လိုက္မယ္လို ့ ဆံုးျဖတ္ထားပံု ရပါတယ္။ ဂမ္ဘာရီ ၊ ပင္ညဲ႐ိုးတို ့ကို လက္ခံေတြဆံုတယ္ဆိုတာလဲ (ဖဲသမား စကား နဲေျပာရရင္) ေအာက္ျပဳတ္နဲ ့ခြပ္တာပါ။ စစ္အုပ္စုလုပ္ေပး ႏိုင္တာေတြကို ခ်ျပေပးတဲ့ သေဘာပါ။ ႏိုင္ငံတကာရဲ ့ဖိအားအရေတာ့ ဘာကိုမွ အေလ်ာ့ေပးေျပာင္းလဲမယ္လို ့ မေမွ်ာ္လင့္ ႏိုင္ပါဘူး။ မစၥတာဂမ္ဘာရီကို ပထမတစ္ၾကိမ္ အန္တီစု နဲ ့ေတြ ့ဖို ့စီစဥ္ေပးတယ္။ ဒုတိယအခါမွာ ေတာ့ အန္တီစု နဲ ့ေရာ စစ္အုပ္စုေခါင္းေဆာင္ ဗိုလ္သန္းေ႐ႊ နဲ ့ပါေတြ ့ ခြင့္မရေသးပါဘူး။

ထမင္းေရပူ႐ွာလြဲ
လက္႐ွိႏိုင္ငံတကာဖိအားေတြ မ်ားမ်ားစားစား နဲ ့ထိထိေရာက္ေရာက္ ျဖစ္လာတာဟာ တကယ္တမ္း စက္တင္ဘာေတာ္လွန္ေရး ေၾကာင့္ဆိုတာ အေသအခ်ာပါ။ စက္တင္ဘာ ဟာ တကယ္ျပည္သူ ့ေတာ္လွန္ေရးစစ္စစ္ပါ။ ဒါေပမဲ့ ေတြ ့ဆံုေဆြးေႏြးေရးကို ေျပာဆိုတဲ့ အခါမွာ ေတာ့ NLD နဲ ့ေတြဆံုေပးဖို ့ႀကိဳးစားတယ္ဆိုတာ ျပည္သူလူထုရဲ ့တိုက္ပြဲကေန အတိုက္အခံ ပါတီ တစ္ခုရဲ ့တိုက္ပြဲ ပံုစံလို ့ျမင္ေစ့ခ်င္လို ့ထင္ပါတယ္။ ေနာက္ၿပီး တကယ္တိုက္ပြဲ အစမွာပါ ဝင္ခဲ့တဲ့ ကိုမင္းကိုႏိုင္ တို ့နဲ ့ဘာလို ့ေတြ ့ခြင့္မေပးတာလဲ ဆိုတာစဥ္းစား စရာအခ်က္ပါ။ လူထု ကိုယ္စာလွယ္လို ့အန္တီစု နဲ ့ NLD ကို သတ္မွတ္တယ္လို ့ျမင္ရင္ျမင္လို ့ရတယ္ဆိုေပမဲ့ ျဖစ္ႏိုင္ေျခ အေနနဲ ့ေတာ္ေတာ္ေလး နဲတာကိုေတြရပါတယ္။ တကယ္ေတာ့ ႏိုင္ငံတကာ ဖိအား ေလွ်ာ့လိုေလွ်ာျငား အားထုတ္ျခင္းပဲျဖစ္ပါတယ္။ အျပဳသေဘာေဆာင္တဲ့ အားထုတ္မႈ တစ္ခုမွ မေတြ ့ရေသးပါဘူး။ ႏိုင္ငံတကာရဲ ့ဖိအားအရေတာင္ဆိုမႈေတြ ကို သူတို ့လိုက္ေလ်ာ့ ႏိုင္သေလာက္ လိုက္ေလ်ာ့ေပးေနျခင္းလို ့ပဲထင္ပါတယ္။

ျပန္လည္ဆံုေတြ ့ၾကရာဝယ္
စက္တင္ဘာေတာ္လွန္ေရး အေၾကာင္းျပဳၿပီး ဒုတိယအႀကိမ္ေရာက္လာတဲ့ ကုလက ဂမ္ဘာရီ နဲ ့ ေတြ ့ဆံုေဆြးေႏြးခြင့္ေပး ဖို ့သေဘာတူထားတဲ့ ကိုယ္စားလွယ္ေတာ္ေတြ ကေတာ့ NLD က ဦးေအာင္ေရႊရယ္၊ ဦးလြင္ရယ္၊ ဦးညြန္႔ေဝရယ္ လို ့သိရပါတယ္။ သူတို ့နဲ ့တစ္ပါထဲ အန္တီစု ကိုပါေတြ ့ခြင့္ေပးဖို ့ေတာင္းဆိုခ်က္ကိုေတာ့ ပယ္ခ်ခဲ့တယ္လို ့သိရပါတယ္။ ေတြးၾကည့္ရင္ စဥ္းစားစရာ ေတာ္ေတာ္မ်ားမ်ားကို ေတြ ့ရပါတယ္။ ဘာလို ့တကယ္ျပည္သူထူထုရဲ ့ ေခါင္းေဆာင္ျဖစ္တဲ့ (National Figure) ျဖစ္တဲ့ အန္တီစု နဲ ့ေပးမေတြ ့တာလဲ ဆိုတာက အံ့ၾသဖို ့ေကာင္းပါတယ္။ တကယ္ျဖစ္သင့္တာ အန္တီစု မဟုတ္တဲ့ အျခားပုဂၢိဳလ္ေတြ နဲ ့ေပး ေတြ ့မယ္ဆိုရင္လဲ ၈၈ မ်ိဳးဆက္ေက်ာင္းသား ေခါင္းေဆာင္ေတြ ျဖစ္တဲ့ ကိုမင္းကိုႏိုင္၊ ကိုေဌးၾကြယ္ တို ့ လူစုပဲျဖစ္သင့္ပါတယ္။

သူရဲေကာင္းသံုးေယာက္

ဒီအခ်ိန္မွာေတာ့ ဘာပဲျဖစ္ျဖစ္ က်ေနာ္တို ့အေနနဲ ့ ဦးေအာင္ေရႊ၊ ဦးလြင္၊ ဦးညြန္႔ေဝ တို ့ သံုးေယာက္နဲ ့ မစၥတာဂမ္ဘာရီ တို ့ေဆြးေႏြးပြဲရဲ ့အေျဖကို ေစာင့္ေမွ်ာ္ေန ဖို ့ပဲ႐ွိပါတယ္။ ေလာေလာဆယ္မွာေတာ့ ဦးေအာင္ေ႐ႊ၊ ဦးညြန္ ့ေဝ တို ့ ရဲ ့ေဘာထားကို ခန္ ့မွန္းတြက္ခ်က္ ႏိုင္ဖို ့ဘာအေထာက္အထားမွာ မ႐ွိေပမဲ့ ဦးလြင္ရဲ ့ေဘာထားကိုေတာ့ ေအာက္တို ့ဘာ ၂၅ ရက္ေနက ဒီဗီဘီ (DVB) နဲ ့လုပ္သြား တဲ့ အင္တာဗ်ဴး ကတဆင့္ ျပန္ခ်ဥ္းကပ္လို ့ရပါတယ္။ က်န္တဲ့ ပါတီတြင္းသေဘာထားေတြ ၊ မစၥတာဂမ္ဘာရီ၊ မစၥတာ ပိညဲ႐ုိး နဲ ့ႏိုင္ငံတစ္ကာအေပၚ ျမင္တာေတြ ဆိုတာထက္ ေဆြးေႏြးပြဲ အေပၚအျမင္ကို ျပန္ၾကည့္မွ ရပါလိမ့္မယ္။ က်ေနာ္ သတိထား မိတဲ့ အခ်က္အေနနဲ ့ကေတာ့ ၂ ခ်က္ပဲ႐ွိပါတယ္။ ဦးလြင္ အေနနဲ အန္တီစုနဲ ့အီစီ အဖြဲ ့ေတြ ့ဖို ့ ကိစၥမ်ိဳးကို စစ္အစိုးရအလိုက္ တသိေပးေတြ ့ တဲ့ အခ်ိန္ေရာက္လာမယ္လို ့ ယံုၾကည္ထားတယ္ ဆိုတာနဲ ့၊ ေတြ ့ဆံုေဆြးေႏြးေရး ျဖစ္လာဖို ့အပါအဝင္ ေတာ္လွန္ေရး အဆံုးကို ေရာက္ဖို ့အခ်ိန္ၾကာဦး မယ္ ဆုိတဲ့ အခ်က္ႏွစ္ခ်က္ပါ။ မည္သို ့ပင္ျဖစ္ေစ လူထု အေနနဲ ့ကေတာ့ ကိုယ္စားလွယ္ေတာ္ သံုးေယာက္ကို သူရဲေကာင္းသံုးေယာက္ျဖစ္ေစ ခ်င္မွွာေသခ်ာပါတယ္။

လမ္းျပေျမပံု
စစ္အုပ္စု ဟာ ပထမတစ္ခါမွ ႏိုင္ငံတကာ အပါဝင္ တစ္ႏိုင္ငံလံုးကို လမ္းျပေျမပံုနဲ ့အိပ္ေငြ ့ခ် ထားခဲ့ ဘူးပါတယ္။ ေနာက္ဒီလမ္းျပေျမပံု ကိုသူတို ့ကိုယ္တိုင္ တကယ္အေကာင္အထည္ေဖာ္ ဖို ့ စိတ္ကူးမ႐ွိတာလဲ ေသခ်ာေပါက္ပဲ။ ဒီတစ္ခါေတြ ့ဆံု ေဆြးေႏြးတယ္ဆိုတာလဲ အိပ္ေငြ ့ ျပယ္စ လူကို ထပ္အိပ္ေငြ ့ခ်ဖို ့ႀကိဳးစားတာျဖစ္မယ္ထင္ပါတယ္။ ဒီတစ္ေခါက္ေဆြးေႏြးပြဲ မွာ က်ေနာ္တို ့ဘက္က လက္ျပေျမပံု ကို လံုးဝ ဆြဲစုတ္ျပစ္ႏိုင္ဖို ့လို ပါတယ္။ စစ္အုပ္စုကေတာ့ လမ္းျပေျမပံု ဆိုတဲ့ ခံစစ္လိုင္း ကို အေသယူၿပီး အရာရာကို ရင္ဆိုင္သြားဖို ့ ျပင္ဆင္ထားဟန္ တူပါတယ္။ ဒါေၾကာင့္ေထာက္ခံပြဲေတြ ကို ဒီေလာက္ အပူတျပင္း လုပ္ေနတယ္လို ့ယူဆလို ့ ရပါတယ္။ ႏိုင္ငံတကာ က ဒီအခ်က္ကို သေဘာေပါက္ထားဖို ့လိုပါတယ္။ အတိုက္အခံ ေတြ အေနနဲ ့ေရာ မစၥတာဂမ္ဘာရီ အေနနဲ ့ပါ လမ္းျပေျမပံုကို ျပတ္ျပတ္သားသား ျငင္းဆန္ဖို ့လို ပါလိမ့္မယ္။

ဖြဲ ့စည္းပံုတဲ့လား
လမ္းျပေျမပံု ကို ဆက္လက္လုပ္ေဆာင္ခြင့္ ျပဳလိုက္တာနဲ ့က်ေနာ္တို ့ ဖြဲ ့စည္းပံုေျခခံဥပေဒ ဆိုတာႀကီး အေၾကာင္းကို ေျပာရပါေတာ့မယ္။ ဒီဟာႀကီးကိုလည္း လက္ခံလို ့က ဘယ္နည္းနဲ ့ မွ မျဖစ္ႏိုင္တာေသခ်ာပါတယ္။ ျပည္နယ္အလိုက္၊ ကိုယ္ပိုင္အုပ္ခ်ဳပ္ခြင့္ရေဒသအလိုက္ ကိုယ္စား လွယ္အေရအတြက္ သတ္မွတ္တာကို လက္ခံႏိုင္စရာ ႐ွိေပမဲ့ စစ္သားအစိတ္သား ဆိုတာႀကီးကေတာ့ တမင္သက္သက္ ေျခတံ႐ွည္အိမ္ ေဆာက္ေပးၿပီးေလွကား တပ္မေပးတာ ျဖစ္ပါတယ္။ စစ္သားမွ မဟုတ္ပါဘူး ဗမာအစိတ္သား၊ ႐ွမ္းအစိတ္သား၊ ေယာက်ၤားအစိပ္သား၊ မိန္းမအစိတ္သား ဆိုတာမ်ိဳးေတြကိုလည္း က်ေနာ္တို ့လက္ခံလို ့လံုးဝမျဖစ္ပါဘူး။ တကယ္ အရည္အခ်င္း႐ွိတဲ့ သူဆိုရင္ ဘယ္ႏွစ္ရာခိုင္ႏႈန္းျဖစ္ျဖစ္ လက္ခံေပးရမွာျဖစ္ပါတယ္။ စစ္သားအစိတ္သား ကိစၥ ကို ဘယ္သူမွ လက္မခံႏုိင္မွန္ သိသိနဲ ့ လမ္းျပေျမပံု ကို ပ်က္ေစခ်င္ လို ့တမင္ထည့္ထားတယ္ လို ့ထင္ပါတယ္။ ဖြဲစည္းပံု အေျခခံ ဥပေဒဆိုတာလဲ တစ္ခါထည္း ဟာကြက္မ႐ွိေအာင္ ဆြဲလို ့ရတဲ့ အမ်ိဳးမဟုတ္ပါဘူး။ အဓိက စစ္သားအစိပ္သားလို မ်ိဳး စစ္တပ္နဲ ့ႏိုင္ငံေရး ေရာေထြးေအာင္ လုပ္တဲ အခ်က္မ်ိဳးမဟုတ္ရင္ လက္ခံလို ့ ရမယ္ထင္ပါ တယ္။

နီးေတာ့လာပါျပီ
စစ္အုပ္စု ေခါင္းေဆာင္ေတြ အေနနဲ ့ေျမာက္ကုိရီးယား၊ အီရန္ စတဲ့ ႏိုင္ငံေတြရဲ ့လမ္းေၾကာင္း ကို လိုက္ဖို ့ျပင္ဆင္ေနဟန္တူပါတယ္။ အီရန္ နဲ ့IAEA ကိုယ္စာလွယ္ေတြနဲ ့ဆက္ဆံေရး ပံုစံကို ဒီေန ့စစ္အုပ္စု နဲ ့ကုလသမဂၢကိုယ္စာလွယ္ေတြ ၾကားထဲမွာျပန္ျမင္ေနရတယ္လို ့ ထင္ပါတယ္။ အီရန္ဆိုရင္ လဲ သူတို ့လိုက္ေလ်ာ့ႏိုင္သမွ် စစ္ေဆးခြင့္ေပးပါတယ္။ သူတို ့ စစ္ေဆးခြင့္ မျပဳလို တာကို စစ္ေဆးဖို ့ေတာင္းဆိုလာရင္ေတာ့ နင့္ပဲငဆ ေျပာဆိုႏွင္ထုတ္ ခဲ့တာကို ေတြ ့ရပါတယ္။ ေနာက္ေျမာက္ကို ရီးယား ျပႆနာကို ၾကည့္ရင္လဲ မာမာထန္ထန္ တံုျပန္ခဲ့တာကို ေတြ ့ရပါတယ္။ ေျမာက္ကိုရီးယား ဆိုရင္သူတို ့ကို ရပ္ဆိုင္းထားတဲ့ အကူအညီ ျပန္ေပး ဖို ့ တစ္ခုထဲကိုေျပာတာျဖစ္ပါတယ္။ လံုးဝေဆြးေႏြး ၫိွႏိႈင္းတာမ်ိဳး မလုပ္ခဲ့ပါဘူး။ ေျမာက္ကိုရီးယာက လက္နက္ထုတ္လုပ္မႈရပ္ ဖို ့ လံုးဝ အေျပာမခံခဲ့ ပါဘူး။ က်ေနာ္ တို ့ ကံဆိုးခ်င္လို ့ လားေတာ့မသိဘူး အဲဒီႏွစ္ႏိုင္ငံလံုး ကို လံုျခံဳေရးေကာင္စီက စစ္ေရးအရ အေရးမယူခဲ့ပါဘူး။ လက္နက္အားကို တဲ့ စစ္အုပ္စု ေတြဟာ မ်ားေသာအားျဖင့္ လက္နက္ကို ပဲ ဂ႐ုစိုက္ေလ့ ႐ွိပါတယ္။ မစၥတာဂမ္ဘာရီ ကို သူတို ့ေတြ ့ေစခ်င္တဲ့ သူေတြနဲ ့သာေပးေတြ တယ္ဆိုတာ အီရန္ပံုစံ ခံစစ္ကို က်င့္သံုးေနတာျဖစ္ပါတယ္။ ဗိုလ္ေက်ာ္ဆန္း က ဂမ္ဘာရီ ကို "ခင္ဗ်ား အစီရင္ခံ ၿပီးမွ ပိုေတာင္ ဆိုးလာတယ္၊ ခင္ဗ်ား မဟုတ္တာလုပ္လို႔ဘဲ" လို ့ေျပာတာ ကေတာ့ ျပံဳးယမ္း စတိုင္လို ့ထင္ပါတယ္။ ဒါဟာ အီရတ္နဲ ့အေတာ္နီးလာ ၿပီဆိုတဲ့ အဓိပၸါယ္ ျဖစ္ပါတယ္။

လူညံ့လိုေတြတာ
နအဖ ဘာကို ရည္႐ြယ္ၿပီး ဘာေတြလုပ္ေတာ့မယ္ ဆိုတာေတာ့ သိသာေနၿပီျဖစ္ပါတယ္။ အမ်ိဳးသာရင္ၾကားေစ့ေရး၊ လမ္းၫႊန္းေျမပံု၊ ဖြဲစည္းပံုအေျခခံဥပေဒ၊ စစ္မွန္တဲ့ ဒီမိုကေရစီ ႏိုင္ငံေတာ္သစ္ စတာေတြနဲ ့ မ်က္လွည့္ျပလာတာေတြ လဲမနည္းေတာ့ပါဘူး။ စစ္မွန္တဲ့ အျပဳသေဘာေဆာင္တဲ့ ေဆြးေႏြးပြဲ ျဖစ္လာဖို ့ဆိုတာလဲ လံုးဝေမွ်ာ္လင့္လို ့မရတဲ့ အေန အထားပါ။ ႏိုင္ငံတကာ နဲ ့ပူေပါင္းေဆာင္႐ြက္ဖို ့လဲ မစၥဂမ္ဘာရီ အေနနဲ ့ဗိုလ္ေက်ာ္ဆန္း ကိုေတာင္ ပူးေပါင္းေဆာင္႐ြက္ေအာင္ လုပ္ေသးတာမဟုတ္ပါဘူး။ ႏိုင္ငံေရးအက်ဥ္းသားေတြ ထဲ ကလည္း အျပင္ေရာက္ရင္ လူထူကို ဆြဲေခၚႏိုင္မဲ့ ေခါင္းေဆာင္မႈေပးႏိုင္မဲ့ ၈၈ မ်ိဳးဆက္က ေခါင္းေဆာင္ေတြကို တစ္ေယာက္မွ လြတ္ေပးခ်င္းမ႐ွိေသးပါဘူး။ သူတို ့ေခါင္းတည္းၿပီး ေဆြးေႏြးဖို ့ေခၚတဲ့ အန္တီစုကိုေတာင္ ေနအိမ္အက်ယ္ခ်ဳပ္ျဖဳတ္မေပးေသးပါဘူး။ အဲဒီေတာ့ က်ေနာ္တို ့ဘက္က စစ္အုပ္စုရဲ ့ေျခခံဥပေဒကို လက္မခံဘူး။ မ႐ိုးသားတဲ့ တဘက္စီးဆန္တဲ့ ေတြ ့ဆံုေဆြးေႏြးပြဲကို လက္မခံဘူး။ ႏိုင္ငံေရး အက်ဥ္းသားေတြကိုလြတ္မေပးေသး သမွ် စစ္မွန္တဲ့ ရင္ၾကားေစ့ေရးကို အေကာင္ထည္ေဖာ္ႏိုင္မွာ မဟုတ္ဘူးဆိုတာလက္ခံထားၾက ၿပီးျဖစ္ပါတယ္။ စစ္အုပ္စု က လဲ လက္ခံႏိုင္ဖြယ္ မ႐ွိတဲ့ ေဆြးေႏြးပြဲ နဲ ့ ဖြဲ ့စည္းပံု အေျခခံဥပေဒ ကို ခ်ေပးၿပီး သူတို ့ႀကီးမားတဲ့ ေမတၱာေစတနာ ဗရပြနဲ ့ကမ္းလွမ္းမႈကို အတိုက္အခံဘက္က မပူးေပါင္းတဲ့ အတြက္ တိုးတက္မႈမ႐ွိတာပါ ဆိုတဲ့ အကြက္ကို ဖန္တီးေနတာပါ။ က်ေနာ္တို ့ ဘက္က ျငင္စရာ႐ွိတာကို ျငင္းခ်က္ထုတ္လိုက္ ပါၿပီ။ ဒါေပမဲ့ ျငင္းခ်က္ထုတ္ျပီး ရပ္ေနလို ့ ဘယ္လိုမွ မျဖစ္ႏိုင္ပါဘူး။ ေ႐ွဆက္ၿပီးဘာဆက္လုပ္မလဲ ဆိုတာကို ေတာ့ စနစ္တက် ျပင္ဆင္ထား ဖို ့ေကာင္းပါၿပီ။ လူထုတိုက္ပြဲေဖာ္ေဆာင္တယ္ ဆိုတာလဲ ေခါင္းတြဲ မရွိတဲ့ ရထားလို မျဖစ္သင့္ေတာ့ပါဘူး။ ေနာက္တစ္ခုက အန္ကယ္တြမ္ (Uncle Tom) နဲ ့သူ ့ သူငယ္ခ်င္းေတြ အလည္လာဖို ့ ဆိုတာလဲ သူတို ့ေျခခင္းလက္ခင္းသာမွ သာျဖစ္လာႏိုင္မဲ့ ကိစၥဆိုတာ လူထုကို သိေအာင္လုပ္ေပး ထားသင့္ပါတယ္။ ဘယ္တုန္းကမွ နာမည္ထပ္တူ မက်ဘူးခဲ့တဲ့ တပ္ေပါင္းစု (အဖြဲ ့အစည္းေပါင္းစံု) ညီၫြတ္ေရး ဆိုတာကို ျမင္ၾကည့္ခ်င္ ပါေသးတယ္။

Statement by Mr. Gambari on behalf of Daw Aung San Suu Kyi

As you know, I have just completed a mission to Myanmar from 3 to 8

November, where I met today with Daw Aung San Suu Kyi. In my capacity
as Special Adviser to the Secretary-General for Myanmar, I was
authorized by Daw Aung San Suu Kyi to make the following statement on
her behalf:
• I wish to thank all those who have stood by my side all this time,
both inside and outside my country. I am also grateful to the
Secretary-General of the United Nations, Mr. Ban Ki-moon, for his
unwavering support for the cause of national reconciliation, democracy
and human rights in my country.

• I welcome the appointment on 8 October of Minister Aung Kyi as
Minister for Relations. Our first meeting on 25 October was
constructive and I look forward to further regular discussions. I
expect that this phase of preliminary consultations will conclude soon
so that a meaningful and timebound dialogue with the SPDC leadership
can start as early as possible.

• In the interest of the nation, I stand ready to cooperate with the
Government in order to make this process of dialogue a success and
welcome the necessary good offices role of the United Nations to help
facilitate our efforts in this regard.

• In full awareness of the essential role of political parties in
democratic societies, in deep appreciation of the sacrifices of the
members of my party and in my position as General Secretary, I will be
guided by the policies and wishes of the National League for
Democracy. However, in this time of vital need for democratic
solidarity and national unity, it is my duty to give constant and
serious considerations to the interests and opinions of as broad a
range of political organizations and forces as possible, in particular
those of our ethnic nationality races.

• To that end, I am committed to pursue the path of dialogue
constructively and invite the Government and all relevant parties to
join me in this spirit.

• I believe that stability, prosperity and democracy for my country,
living at peace with itself and with full respect for human rights,
offers the best prospect for my country to fully contribute to the
development and stability of the region in close partnership with its
neighbours and fellow ASEAN members, and to play a positive role as a
respected member of the international community.


I am now scheduled to return to New York to brief the
Secretary-General on all the aspects of my mission. I will therefore
not be able to take any questions at this time.

Daw Aung San Suu Kyi agrees to talks with Burma junta

The Burmese opposition leader, Aung San Suu Kyi, today said she was ready to cooperate with the country's military government, according to a statement released on her behalf by the UN.

The apparent offer of cooperation by Ms Suu Kyi, who has spent 12 of the past 18 years in detention, came at the end of a six-day visit to Burma by the UN special envoy, Ibrahim Gambari.

In a statement released by the envoy, she said: "In the interest of the nation, I stand ready to cooperate with the government in order to make this process of dialogue a success."

Mr Gambari said: "We now have a process going which would lead to substantive dialogue between the government and Daw Aung San Suu Kyi as a key instrument in promoting national reconciliation in an all-inclusive manner."

Mr Gambari's efforts to broker a compromise between the government and the opposition follow the violent crackdown against Buddhist monks and other demonstrators in mass protests that caught the junta by surprise.

It is unclear whether the government is responding to the street protests but state television announced that General Aung Kyi, appointed as the junta's go-between with Ms Suu Kyi, would meet her tomorrow for the second time.

She would also be allowed to meet leaders of her National League for Democracy (NLD) the same day for the first time since she was last detained more than four years ago.

The government would also "make efforts steadfastly for national reconciliation with the correct cooperation of the UN secretary general", national television said.

The UN said Mr Gambari would return to Burma in the next few weeks and continue talks "to achieve the goals which we all share; prosperity, democracy and full respect for human rights".

Mr Gambari is to brief members of the security council next week on his second visit to Burma since the biggest pro-democracy protests in nearly 20 years broke out in September. At least 10 people were killed in the resulting crackdown; dissidents put the number of dead much higher.

"The sooner such a dialogue can start, the better for Myanmar," Mr Gambari is reported to have said to Ms Suu Kyi.

Experts, however, were sceptical at the junta's willingness to open a dialogue with Ms Suu Kyi, who is viewed with intense dislike by Burma's military strongman, General Than Shwe. They point to repeated hints by the junta in the past of its willingness to release Ms Suu Kyi, only for the hopes to come to nothing.

"There's no doubt in my mind that this regime has no intention of cooperating with Gambari or of starting a process of genuine political dialogue," one Rangoon-based diplomat told Reuters. "It's beyond them."

Ms Suu Kyi's NLD won the 1990 elections by a landslide, but the military, which has ruled in one form or another since a 1962 coup, blocked her from power.

Under military rule, Burma has become increasingly impoverished despite its bright prospects when it became independent of Britain in 1948.

The economy, which is rich in natural resources, has stagnated after attempts at autarchy under the "Burmese way to socialism", corruption and recent western sanctions.

YANGON, Myanmar - Myanmar's military government announced that it will allow detained democracy leader Aung San Suu Kyi to meet her party's officials Friday, the first such meeting in more than three years.

The announcement on state radio and television news Thursday came hours after U.N. special envoy Ibrahim Gambari left Myanmar, saying he had made progress in his six-day mission to promote a dialogue between the junta and Suu Kyi.

Aung Kyi, the government minister in charge of relations with Suu Kyi, will see her first to make arrangements for the meeting, state media said.

Suu Kyi has been detained since May 2003, and has not seen fellow executive members of her National League for Democracy since May 2004.

There had been signs that Gambari's trip did not go well, including his failure to be received by the junta chief, Senior Gen. Than Shwe, and the military government's rejection of Gambari's proposal of a three-way meeting involving Suu Kyi, a junta member and himself.

The government invited Gambari to return to Myanmar, and he expects to do so in the next few weeks, said a statement posted on the Web site of the U.N. Information Center for Myanmar at the conclusion of the envoy's visit.

The statement also said Suu Kyi, who has been detained continuously since 2003, has authorized Gambari to make a statement on her behalf, although it did not say when he would do so. Gambari met Suu Kyi for an hour just before his departure Thursday from Myanmar.

The statement would apparently be the first message from Suu Kyi since she was detained, and would be the first chance to gauge her reaction to September's bloody crackdown on pro-democracy demonstrators and the U.N. mediation efforts afterward.

"We now have a process going which would lead to substantive dialogue" between the government and Aung San Suu Kyi, said the U.N. statement.

"The sooner such a dialogue can start, the better for Myanmar," said the statement, issued after Gambari departed for Singapore en route to U.N. headquarters in New York.
